Transcript: Hurricane Sandy press briefing Q&A on the needs of the affected states on Oct. 30, 2012:

Question:
Describe what types of conversations you’ve had with the state officials and what is foremost on their minds? And then also how FEMA will respond to those needs?

FEMA Administrator Craig Fugate:
Well, we were talking before the storm.

And I think probably most telling today is on the call with the President and many of the Governors impacted.

As bad as the storm has been, I think one of the most surprising things – well, it’s not surprising to me but maybe all the cynics out there will be surprised – was how many Governors that have had impacts that were saying, ‘Hey, we’re not that bad. We’re offering up help to the states that are heavily hit.’ Or that ‘We’re going to deal with our problems. We’ve got some issues but we don’t want to take away from states that are harder hit.’

I think universally though the thing that all of the Governors have expressed concern on the heaviest-hit areas is power restoration. And again, that’s something that we’re working with the utilities and the Department of Energy as they begin the assessment of that re-build.
