Transcript: Peace Officers Research Association of California’s statement on the $315 million plan to expand prison capacity

Partial transcript of remarks by Ron Cottingham, President of the Peace Officers Research Association of California, on expanding prison capacity to comply with the federal court order to reduce prison overcrowding. The press conference was held on Aug. 27, 2013: 

Good afternoon. Ron Cottingham. I’m President of the Peace Officers Research Association of California.

I represent the rank and file members who these chiefs and sheriffs send out to work everyday. I represent the deputy sheriffs, the patrol officers, the probation officers, the district attorney investigators, and corrections throughout our state and our local jails.

We have been saying since this state has hit a critical mass. Originally, the orders were to release the non-violent, non-serious, non-sexual predators in prison; those persons are not left anymore.

We are now at the point of releasing more dangerous and more violent and more predators on the streets of California to victimize our citizens and to put even our members in danger. And that’s a very real thought that we have.

We applaud the governor for this solution, for standing up and saying, “No more. We’re not releasing any more prisoners. It’s too dangerous. We don’t have any more of those [NNN] left anymore.”

Our members are now over-worked, over-burdened. Our probation officers have caseloads they’ve never seen before, and they are supervising persons out there – prior inmates, parolees – that they should not be supervising because that technically was a state responsibility on all the felons.

So the prisons have hit critical mass, our cities and counties have hit critical mass, and we applaud the efforts to stop the bleeding and get a real solution going forward.
