Partial transcript of remarks by California Sen. Cathleen Galgiani (D-Stockton) on an alternative proposal to reduce prison overcrowding. The press briefing was held on Aug. 30, 2013: 

…I know that making sure an inmate isn’t released early doesn’t guarantee that that person is going to be a better person once they have served their full sentence.

I have faith in our local sheriffs, our judges, and our community corrections teams because I know that they have a vested interest in rehabilitating inmates.

Because I recognize our sheriffs, our judges, our community corrections teams, they will have ultimate responsibilities for these individuals once they have served their full sentences.

So I thank the Pro Tem again for his efforts, for this plan allows them to work with the state that we can move forward on a better pathway.
