Partial transcript of remarks by California Sen. Lou Correa (D-Santa Ana) on an alternative proposal to reduce prison overcrowding. The press briefing was held on Aug. 30, 2013: 

…It’s our job as legislators to take these proposals and to look at them very closely to make sure that we in the legislature come up with the best solutions that we can to serve, to protect the people in the state of California and to make sure we optimize each and every taxpayer dollar that our taxpayer sent to Sacramento.

Let me repeat, like my colleagues have said, our number one priority is public safety. Our number one priority is to make sure that there are no early releases.

We need to make sure that we have a plan that keeps our families and our neighborhoods safe. We need to make sure that we have a plan that works and considers our local law enforcement community. We need a plan that considers the sheriffs, probation departments, probation officers, our district attorneys. We need to make sure that we have a plan that works with those folks that are essentially working where the rubber meets the road.

I can tell you that in Orange County we have solutions. In Orange County, we have solutions that are working right now to reduce the recidivism rate. And I can also tell you that those solutions in Orange County have received very little attention from Sacramento. We need to make sure we talk to those people. We need to make sure their suggestions are part of this plan…
