Here are some of the key statistics on solitary confinement in California presented by Inspector General Robert Barton at the joint Assembly and Senate Public Safety Committee hearing on Oct. 9, 2013:

Total number of inmates held in security housing units (SHU) in California: 4,054*

  • Number of inmates held in Tehachapi SHU: 1,248
  • Number of inmates held in Corcoran SHU: 1,213
  • Number of inmates held in Pelican Bay SHU: 1,179
  • Number of inmates held in California State Prison Sacramento SHU: 87

*This figure does not include inmates held in administrative segregation.

Total number of inmates held in psychiatric service units (PSU): 327

  • Number of inmates held in Pelican PSU: 97
  • Number of inmates held in SCP Sacramento PSU: 230

Percentage of inmates serving indeterminate solitary confinement terms after being “validated” as a gang member or “associate”: 60%

Total number of inmates who have spent more than 5 years in solitary confinement: 984

  • Number of inmates serving more than 25 years in solitary confinement: 23
  • Number of inmates serving more than 20 years in solitary confinement: 84
  • Number of inmates serving more than 15 years in solitary confinement: 106
  • Number of inmates serving more than 10 years in solitary confinement: 197
  • Number of inmates serving more than 5 years in solitary confinement: 574

Percentage of inmates serving determinate solitary confinement terms (ranging 6 months to 5 years) in security housing units for committing a serious or violent offense in prison: 40%

Number of inmates directly paroled from the SHU between September 2012 – September 2013: 273 or approximately 23 per month

Number of SHU inmates participating in “some type of self-directed education program” ranging from “basic literacy all the way up to college programs”: 750 (or 18.5% of all SHU inmates)

About 49% (or 1,998) of SHU inmates are double-celled

Average SHU cell size:

  • Corcoran SHU: 12 feet 4 inches by 6 feet 10 inches or approximately 75 square feet
  • Pelican Bay: 8 feet by 10 feet or 80 square feet
  • Tehachapi: 7 feet by 11 feet or 77 square feet
  • CSP Sacramento: 7 feet by 12 feet or 85 square feet
