Partial transcript of Assemblywoman Cheryl Brown’s (D-San Bernardino) Q&A with Drew Soderborg, Managing Principal Analyst, Corrections, Transportation, and Environment, at the Legislative Analyst’s Office, on the contributing factors to the increase and decline in California’s prison population. The hearing before the Assembly Select Committee on Justice Reinvestment was held on Oct. 21, 2013:

Assemblywoman Cheryl Brown (D-San Bernardino):
…Our prisoners have to come back to the same county that they came from, right? And it seems that sometimes, they’re being placed back in the same environment. Has there been any discussion or have there been any studies that have taken them and maybe changing their environment so that they can start over again?

Drew Soderborg, Managing Principal Analyst, Corrections, Transportation, and Environment, at the Legislative Analyst’s Office:
That’s something that I’m unaware of whether there’s been any studies done but we could look into it and get back to you about whether or not anybody has seen whether discharging parolees to a different location has an effect on recidivism.

Assemblywoman Cheryl Brown (D-San Bernardino):
Well, the reason that I asked that is because everyone is expecting the person to come back home and they’re coming back to their families. But sometimes they’re coming back to the same environment that they’re leaving and when they do this they can’t seem to escape it. But if they go someplace else, and I’m sure that people don’t want someone else to come to their community, there could be a financial incentive, for example, Mr. Ammiano said that he has room in his jail for people. So maybe there’s a financial incentive for someone to say, “Why don’t you send them to us because we do such a good job?” as San Francisco has been doing. [Audience laughter]

There we are…Maybe if they weren’t some drag or something, we could work it. [Audience laughter]
